The brakes are used only if you consider (something heavy or heavier than the trailer) If you are a dump truck with a Ford Escort Towbars YES then use the brakes, but not usually seen on the HTE and the truck -- the extra weight - -, the factor that if you called on the brakes - the considertation when the trailer, a lot of traffic on the brakes even more heat (ie do not have to) work to decide.
